Maryland Gun Control Bills Pending – Contact Legislators Today
Voice Your Opposition to These Bills Immediately

Committees in the Maryland House and state Senate heard numerous anti-gun bills last week, totaling more than 20 hours of hearings. These bills would create onerous restrictions on firearms manufacturers, retailers, and law-abiding gun owners, while  doing nothing to increase public safety. Even though votes have not been scheduled, it is imperative that you contact members of the committees today, and politely urge them to oppose these misguided bills. Contact information can be found below.

The House Judiciary Committee currently has the following bills in its committee: HB 96, HB 612, and HB 786.
 
HB 96 – Relating to the transfer of “regulated firearm”: This bill would define transfer to include a loan other than a temporary gratuitous exchange of a regulated firearm between two individuals who remain in the same location for the duration of the exchange. Any loan of a regulated firearm in which the owner is not present would require the transfer take place through an FFL and also require a seven-day waiting period, among other things.
 
HB 612 – Reclassifies the previously exempted heavy barrel rifles as “regulated firearms”: The 2013 assault weapons ban exempted heavy barrel rifles, allowing law-abiding Marylanders to continue to purchase and possess them. These rifles are extremely popular for recreational and competitive shooters, as well as hunters. HB 612 seeks to remove the exemption. As written, anyone who purchased a Colt AR-15 Sporter H-BAR Rifle, or a similar rifle, after Oct. 1, 2013, would not be allowed to possess the rifle.
 
HB 786 – Licensing for rifles and shotguns, one gun per month, etc.: This bill seeks to discourage the purchase and even ownership of rifles and shotguns. HB 786 would do the following: prohibit the purchase of more than one rifle or shotgun in a 30-day period; require seven-day waiting period for any firearm purchase or transfer; create a “Long Gun Qualification License” for rifle or shotgun purchases or transfers with requirements including firearms safety certification, submission of fingerprints, $50 fee to be paid with initial application, and renewal every 10 years with a $20 fee; registration of any rifle or shotgun purchased or transferred, thereby, creating a firearms registry; and prohibit private transfers of rifles and shotguns with limited exceptions.

Additionally, the Senate Judicial Proceedings Committee currently has before them SB 346 (similar to HB 96 listed above) and SB 737 (the senate companion to HB 786 listed above).
 
Please contact members of the Senate Judicial Proceedings Committee using the email addresses below and urge them to oppose SB 346 and SB 737.
